I think I remember reading about this on TC a while back, was it not fixed?
Residents on the very fringe of the city boundry are counted in email to mayor but cannot register as citizen to count as 1 of the 5 needed to keep the hall. We have 2 people who fall into this category. Will they be taxed if they cannot vote? I'm sure you know about this, could you please shed a little light on the subject?
