I already had a place with houses set up out in the wilds of Lok and just managed to put my City Hall up.

When it was up, I was the only member listed, so I had my citizens come to the location and go in the hall and use the terminal and refresh it and they appeared on the list. Then I made them vote for me

It was weird that the people weren't showing up as citizens, but if you are having this problem just get them to go in their house and go in the city hall and check for themselves. It has worked everytime so far and I am only missing one person that hasn't even logged on yet. Good luck and congratulations to all who got a city!
