Can one politician place a town hall, become mayor, city become declared, after this... another politician run for mayor, win election and first mayor/politician drop politician and town hall/city still stay?

Yes, because the city hall will no longer belong to the original mayor. It automatically transfers to the new mayor.

Our city happened this exact way. I hadn't logged in yet. Our Master Architect built the City Hall, trained in Novice Politician, then place the City Hall. After I logged in, everyone votred for me, and at the end of the week I became Mayor. I moved into the City Hall shortly thereafter and the former Mayor lost all admin rights to the City Hall and his mayorial abilities.
