Our city on Sunrunner is composed of residents from all sides (Rebel, Neutral, Imperial). We arenot solelyguild based, but do have several guilds represented within the community.

I am interested in hearing from anyone else that is Mayor of a multifactional city and what kind of policies you have in place to minimize problems.

Specifically, we are considering some of the following points:

  • Whether or not to request citizens to avoid overt status while within their home city

  • A ban on PVP among residents, especially within the city limits

  • Having equal representation for all factions on the City Council and the Militia

I think asking people to go covert is the way to go, but you can't force them. I would definately not allow any factional structures within the city. I think it may be unreasonable to say no resident PVP. What happens if some non-residents initiate PVP, are residents just supposed to sit on their hands and watch the GCW go by?

I am in a similar situation, and am not sure exactly what our policies are going to end up being.

For the militia and council - we are definitely aiming for equal represenation and our aim is to stay out of both guild and faction politics and concentrate on running the city for the benefit of its citizens. Frankly, I think that if you try to enforce no PvPing inside the city, you are just going to tangle yourself up even more in the factional politics. You would end up with militia members having to make decisions on who to punish, and it would be hard for them to put aside their factional commitments (and hard for other people to understand why they were attacked by someone in their own faction for fighting in the war).

In general, I guess I am not very sympathetic to someone that is overt and gets killed, no matter where they are. I don't really believe it is the city's job to protect someone from an optional war when they can always choose to go covert. If some group started rining my city with scanners and greifing people though, that might change

Nabubu City on Wanderhome has 2 Imperial PAs, 2 Rebel PAs, and 1 Neutral PA. One thing we've done to keep the city from becoming overbalanced is to have equal numbers of PAs of the opposing faction in the city. Even though the number of members might be more in one PA creating a lopsided faction count, we think that encourages the PAs to recruit to achive parity which has the added benefit of helping the city grow.

The rules we have in place prohibit Overt Faction vs Faction fighting on the plaza. The plaza is where the Mall and Merchant Tents are and where the shuttle will be. If I see anyone in my city load-killing someone shuttling in to spend money I will city-ban them without hesitation and give the Nabubu Security Force (our militia) orders to shoot-on-sight. No one will be deprived the ability to give us their money because of faction conflict.

Other than that we have two really good hills south and east of town just outside the 450m mark that I have informed the PA leaders will make a great spot for Imperial and Rebel faction bases. I want the GCW around my city as it creates depth and RP opportunities....I just don't want it effecting those that don't want to participate and want to come visit. Our PA leaders are friends with each other and have already been sitting down planning out our own city story-arcs and planning conflicts.

I really think the best Player City set up in-game is a Multifactional City......And I don't plan on being in office forever nor do I want to, unlike these Dictatorial PA strongholds that are trying to carve out pocket-kingdoms for themselves.

We are a multi-factional city and the mix has helped make the city more fun.

"Rebels and Imperials" is a favored game in town. Basically, the players set the ground rules before they get into it -- that way they know what to expect.

For example
db - yes/no
area disease - yes/no
kd - yes/no

Usually they do not db. Players take themselves out of the fight. They do a few rounds and afterwords everone gathers in the cantina as the musicians and medics heal everyone.

We also do semi-scripted RP events that result in larger PvP battles. This is where they get to really try out all their abilities and the victor of the battle typically determines which branch of our RP arc we go down.

The key thing is to develop your community. If the players develop a sense of trust and respect of each other, then the factional PvP really adds to the city.

Thanks for all of the constructive replies. I'm pleased to find out we're not the only ones establishing a multi-faction city.

As many have pointed out, it certainly adds to the RP possibilities.

From reading all of the above, it may be that encouraging a covert status is the best solution. I'm still wrestling with the resident vs. resident PVP - however, stating that anyone in an overt status may be subject to attack could be the right answer on this issue as well.

we are a rebel city and we want to have our city brimming with factional structures. covert scanners and turrets are included in them. moreover we want to declare our city for rebel faction.

we're multifactional (i think, some of our dancers are imperial at least) but none pvp anyway. But we do plan to have a ban on pvp in the city(vendor in my city hall is going to have a list of items that display the 'laws' of our city)

Overt people in our city, whether citizen or not, are given the /citywarn. We are a neutral city focused on the Arts and Research. We will be creating venues outside of the City zone to enable citizens to participate in the GCW.
