All taxes are assess once per week. At the time votes are counted the taxes are assessed. I think that it uses the tax rate at that time to determine the amount of taxes due for the week.
Did you see the prices on the vendor change when you implemented the taxes? I know income taxes are assessed weekly, and I think property taxes are too. So theoretically what may happen is the taxes are collected as sales are made, but they don't go into the treasury until week's end.
The taxes are, however, instantly reflected in the price of everything on the vendor. There's no notice to the buyer about what the taxes are. They just notice your prices are no longer nice round numbers.
I did notice that when you destroy city hall, the sales taxes don't go away, even on new items added to the vendor (unless they fixed it).
1) Is the amount of tax collected stored somewhere and then deposited into the treasury on election day or 2) does the city keep track of all sells for the week then tax those sells at your tax rate on election day (if I set tax to 5% right before election will I get 5% for all sells all week?)
