Do these fees go to the city treasury?


I know you can add a fee to shuttleport, but what about cloning and insurance?

Cloning, Insurance, and Training all go to the game. A city can have them as a convenience, but they do not generate income directly. These do provide a traffic inscentive though, and that traffic should provide income for the city through shuttle and sales tax.
