I have 3 forgotten and abandoned harvesters in my city limits and I want to get rid of them, is there a command I can use to destroy or move them out of the way?

Unfortunately, no. You have to wait for them to burn down.

all things go poof if not maintained... it doesn't take that long

although I believe I read the city hall takes 4 weeks to go poof

What if the person that placed said harvesters is like me and all my harvester constantly have 100k+ maintenese?

I have a full fleet of BER 12 Heavies and as such I dont want ot be concerned with having to stock them with maintenese every time I move them so its good practise for myself at least to keep them well stocked with maintenese.

And on top of that I'm a master merchant and all my structures get a nice discount on said maintense also, making them last even longer.

So if this was the case for the installations in question they could be there for a very long time.

Yup, that is why we need the command to find out who the owner is.

so how do you know the harv was just hung out to dry?

I can understand you saying that if it's sitting there smoking... but if not then your initial statement was wrong

check your emails for the owner of said harvestor and ask nicely if he can move it...

tell him you'll pay the redeed costs, find another suitable location within the city limits if that's what he wants...

Be reasonable and the owner may reciprocate

I also assumed you meant the harvs were on fire. If they are just wait, it shouldn't take long for them to disappear. If not, just do what KeliG said, and check your email for the owner name, and contact him/her.
