Is this a bug or an exploit or both?

In a society of free voting democracies, how is it that people who have houses and declared residences within a city can be banned from entering the city hall? obviously the end result of this is that they cannot vote. So hey; it is easy to keep your city safe. Just ban anyone who wants to vote against you from entering the city hall!

surely this has to be an exploit! it makes a mackery of the whole voting system.

or am I missing something here?

this is a known bug and exploit... but when it is fixed i see alot of mayors roasting over a brasier
