If you put mission terminals in your city where do the payouts come from? Are they taken from your treasurary or are they magically procuded from the SOE bank o credits?

if you read the mission descriptions, they are paid by locals and government, and other ppl. It's like a bounty hunter job on creatures (ooc: Magic SOE bank)z
