There are several non civil structures that can be placed. Cantinas, Med-centers, etc. My question is is there a political level required to drop any of these structures or are they sole;y basied on City size?

Cantinas require a Master Dancer or Musician to place, and a level 2 city.

A Hospital requires a Master Doctor or Combat Medic, and a level 3 city.

So, no, they don't rely on political level, but city size and profession.

Am I leaving anything out? I'm at work and can't really check.

Non-Civil must be placed by players with the skill to drop such an item (Master Chef, Dancer, Musician - possibly Image Designer to place a Cantina, Master Doctor / Combat Medic to place a Med Center).

The city must also have progressed to the level to support such a structure - I believe this is Level 2 for a Cantina and Level 3 for a Med Center.
