I've looked at older threads but couldn't find the info I want, my first question is the same as the following quote:

Great question!!! I have read that the answer to the second question is no. The person you transfer too has to be a master dancer/musician/chef as well. But I haven't verified that by trying it out yet.

But I still want to know the answer to the first question

You can't give it to someone who's not eligible. But you can do like our city did and just find a willing person to plop one down for you until your entertainer in training reaches master. Assuming they don't need the lts for something else, they can make someone else the admin and just ignore it (for a price, of course).
