Have you tried to just ask the person to move it? That would be the simplist, also keep in mind that resources move so in time that harvester should move on its on to a better spot if the person is active. If you want to keep such structures from appearing in your city then go to the city hall terminal (mayor one) and put on zonning rights, this prevents anyone from building in your city unless you give them permission (millita members can also give out zonning permissions when you get them). If the person is just putting this to thwart you for some reason then you can try and its a far shot to do so put every time the person comes into the limits of your city you ban and warn them, this places a tef on them and would allow your militia to attack the person, if the person could not reach the harvester then eventualy the harvester will run out of maitanance and fade way (but keep in mind that it would take one heck of an effort to keep someone out of the city for that long, you would have to catch them each and every time they came into your city). This would be done easier if you have a large pop and everyone was a milita member, but still hard to garentee that you get the guy every time.

If I am wrong on this anyone please correct or clearify what I have said.

Thanks

Have the mayor hit the "Zoning rights" feature on the City Terminal, turn it on. Then levy taxes on thier harvs. They'll get the picture. And all new miners will have to have zoning rights to place after that.

First, go to your city manage terminal, and lock down building rights. Also as the Mayor, you have a mail saying who it is, and you can mail them.

Last resort is to tax them, high enough so there is no profit in it.

Once you've got zoning rights on more of your city's lands, all you would have to do is wait for the resources to shift out. If they are smart, with taxes on their harvesters, and no resources underneath them, they would have no reason to keep them there and should take them out shortly after. Contact them after the resource shifts and let them know, hopefully they will came and remove them quickly.

Yeah everyone else pretty much covered it. Just lock the city down, and ask them to move the harvs.

You can tax individuals? Well then, I have a better plan. Once every week, the taxes are collected. Things like this are taken straight out of their inventory or bank. Just before the tax collection, slap down this huge tax on the harvestor and they will have to pay you, and that should persuade them to leave.

Otherwise, just ban them so that they may never pay maintenance on it. And tax them as well until it goes away.

Wait, I'm giving tips to my enemy, forget I said anything!

You can't tax specific buildings. That I know of.

Best way to deal with the tall guys is to give them incentives to lick the ground. And dont look down on me that way youre not THAT taller.

here's a thought.... maybe we need to actually speak to the person and try to find out there intentions.

everyone is quick to assume that EVERYONE is out to grief them.... just because its an opposing faction member doesn't automatically mean they are griefing.

taxes are fine and a nice way of making some income, but if you were to tax the heck out of me for a harvester i already had in place just to make me move it, I guarantee you my attitude towards you, your city and your citizens changes direction in a hurry.

sometimes actually speaking with someone can solve a lot of the problems.

You can't ban people from accessing their own structures, or even walking across your city. You can ban them from city buildings, and I guess harass them with your militia when you grow large enough.

Boy, isn't this fun?
