This is what I have seen happen with taxes.

Income tax: 24 hours after a citizen declares residency, the income tax (at the rate specified at that time) is deducted from the citizen's accounts. They're then clear of the income tax, even if the rates are changed, for the week.

Property tax: Immediately adjusts the maintainence rate of every structure within the city's scope.

Sales tax: Like income tax, this waits 24 hours from vendor placement before going into effect.

Of course, YMMV.
