If I'm reading the details right.... yes. Less than 10, bye bye..
But my question would be "Are the 5-9 outposts grandfathered or do you have to scramble for 5 more bodies?" That's another reason I'm reluctant to try to replace the buggy hall .. if I have to try to pack 5 more (even small) homes into my already limited space (Goddess forbid, we used to have an organized outpost) I will hardly have room for that monster.. and if I don't and keep our existing 5-6 population (we have an AWOL homeowner) will the hall poof when / if the update happens? Or if I get in "under the wire" will 5 still be ok and we wouldn't have to scramble for bodies.
For some reason, people seem to be reluctant to move away from major cities. I thought that was supposed to be the whole point.
can someone please clarify what the heck just happened, why did it change from 5-10 and are cities who were built 3 days ago gonna get "poofed" if they still have less than 10 citizens?

In exchange (presumably) for relaxing the infamous "City Cap", the requirement levels for cities are being increased. There is a technical issue that needs to be addressed and raising the city criteria appears to be the solution available at this time.
From the information made available, existing cities will not "poof" - but they will be sent a 24 hour alert (just like they were at founding) telling them they better get 10 citizens within the next day. If they fail to accomplish this -then "poof"
