How close can one person build a City Hall to another City Hall?


(of course, when the restriction limit is lifted)


Also, if this does happen, do they create 2 different cities or will it eventually merge into 1 city?

They must be 1000m ore more away from eachother.

They will not merge. The minimum distance is 1000m and the maximum radius of a city is 450m. Therefore, there will never be less than 100m separating the two.
