Thread: Does 5 citizen minimum include Mayor?
I sure hope so, but the email from the city made me concerned for a minute, so I'm asking, to be sure. Need to know asap before I hit the 24-hour mark. City terminal says "5 citizens" listed, including myself. We good for the moment?
What happens if you dont meet that 5?
Becuase at the moment - the people in our PA that have Naboo houses can't put them down to declare residence 
I am trying to get some one to trade my pre-patch houses for post-patch houses but if I cant get this done - Ugh

If you dont get five members by the time the 24 hours from when you placed the structure. I think I read when I place my hall that the building is destroyed, which sucks, because that is alot of money to loose.
For your other point, I had the same thing happen to me yesterday. But i fixed it by going to the city hall terminal and changing the zoning rights from having to get permission to being able to place freely. That is the only advice i could give you.

The email you get when you place a city hall specifically says your city hall will be destroyed by the "zoning commission" or whatever if you don't have 5 citizens within 24 hours.
I placed a pre-patch house with no problem after building my city hall, so they should work. But make sure that you either disable zoning rights or that you are there to do /grantzoningrights on each person who wants to build. The grant lasts for 24 hours allowing them to build anything they want (as as many as they want).
You also could place a house for someone and do a /transferstructure to them, if you want to completely dictate where it will go.
The default for zoning restrictions is off at creation, btw. FIrst thing I did was set the restriction, and then someone in my city wanted to place a miner next to city hall and it wouldn't let them.
