Does the area around the city hall when we put it down be blank of all houses? We, in our PA, don't want to redeed all our houses, put down the city hall, and put back our houses at the same spot!

No, you can drop your city hall in the middle of a bunch of houses without affecting them. The people will become city residents once they walk into their houses, if that house is their declared residence.
