Just like the title says, I believe that I have a method that will prevent those trying to take over someone elses city from acctually taking over (the so called 151m campers). Due to the fact that I'm not sure if all things that will allow this to be done are "working as intended" I will not share it with the community at large. But send me a personal message and I'll share the idea with you and see if it works.

If you don't think it is working as intended I hope you are submitting a bug report as well.
