What happen to the City if the town elects another Mayor with less skills than the current Mayor? Does the City loose items or structures due to the less advanced Politician?

I doubt it.. If you notice, the skill name is "Place X" not "X structure" which implies the skill only relates to placing it, and after it is placed, the remaining is soley up to the level of the city. This seems to agree with what the holocron section about cities says.
