With zoning rights in Novice can we now drop a cantina and med center? Are there any city level restrictions for these 2 structures? Right now the management terminal says the only city structures allowed are small gardens at level 1. Since cantina and med center are commercial structures can they be placed?

cantina and med center are not placed by the mayor. they can be place in a level 2 or 3, dont quote me on this, city. they are placed by master doc's, combat medics, dancers, musicans, and chefs.

They can't be placed until you have a Village (lvl 2, 15 citizens). We also thought about putting some small gardens down, but those are located in City 3 box of the Politicianso we can't do anything with them yet.

I keep seeing everyone saying cantina can be placed by a chef, but where is this from? I was looking at the deed for the cantina for the med center (The architect used the spare resources that were set aside for crit fails of the city hall to create all the main civic structures and a few decorative structures, so we've got everything ready to go) and I seem to remember it saying musician or dancer, with no mention of chef.

It's actually level 3 for med center. I tried to bring up themed centerplacement since I'm a Master CM but it said I need a level 3 city. Cantina is level 2, theater is level 4.
