Is there going to be a minimum Distance away from a npccitybefore you can place a shuttle port?

I heard today that you have to be at least 5000m away.... is this true??my city is 2500 meters away. I will be very sad to hear if there is a limit.

There has been no word about this, so I assume any class 4 city with a Fiscal Policy II mayor can place shuttleport. Even if they *were* to set a minimum distance it would be more like 2k, not 5k which is way excessive.
