How does this work? Townhall basically the "center" of city then?

Using the city's waypoint (If you don't have the hall's official structure waypoint, you can look on the management terminal and make your own waypoint with the coordinates) seems to produce the expected radius until you get the entering/leaving message, more or less... I've noticed theres a little lag between crossing the line and getting the message.
