We are fortunate enough to have been able to place a city hall on Talus, a few friends of ours were also of the lucky few.

Now, as a politician, do you have to be mayor of a city in order to place civic structures?

here's my example. Mayor X learns Civic I while Mayor Y learns Customisation I.
Mayor X places his skill trainers, then goes and places skill trainers in City Y
Mayor Y places his statues and streetlamps, then goes and places statues and streetlamps in City X

Is this possible??

I'd say no. Otherwise, a mayor could grief another city by plunking down a bunch of credit hogging decorations.
