We've had a PA hall for quite some time now, I log on after the patch, only to find a City has been placed about 200M away. Will I be forced to be part of the city? will I not have any choice but to move? Since I was already there, are they forced to build around me? Any answers would be greatly appreciated.

Well if you have your city there already, and some joker decided to place a city hall nearby what you planned as a city, just run for mayor and have the other guy voted out of office.
