i dont understand the ranks i hear ya have to have rank 4 to drop a shuttle and it takes 80 people and 4 weeks is that right?

You only need 50 citizens to become a city. 80 is for a metropolis. And it should take less than four weeks if you grow at maximum speed: one week to village, two weeks to township and three weeks to city.

Correction to my post. You're now gonna need 55 citizens to become a city.
