Hmm... can you? So someone could place the hall, then transfer it to someone else later that day?

You can transfer hall, but the mayor stays the same.

just keep a second city hall on hand and if it looks like you'll lose, destroy and replace

You cannot transfer the mayor before the election is over. You can either replace the current hall you have, or wait.

Hmm.. ok. THanks for the info. THat's what I thought. Makes it sort of hard to move your city while the cap is in place.

Nope, not unless you move it short distances or have someone else throw down the Hall.

Hmm.. well it's not like it'll tell people if youI take down the city hall. If one were to move theirs, what are the odds someone is sitting there repeatedly trying to put down their hall just in case a slot opens up.
