how do i start an outpost, and what is the difference in OP and city.

An outpost is a rank 1 city. You will need to place a City Hall (with Novice Politician) to begin one. For your outpost to survive, it must have 10 declared resident citizens within the first 24 hours.
The difference is that (after this week's hotfix) Outposts will not require any taxes or maintenance - they will instead just be there to give small groups an 'official' city name.

Ok well I keep getting that the planet has reached its limit of cities. But this is an OP and not a city then why can't i place it.

Dude, theya re ALL cities. Outpost just refers to what type of city. And how do you expect the game to know what size your city will be any?
