There is some debate about this in our city and I would like to confirm whether or not this is true. The description of /citywarn in the hotkey window (ctrl+a) states that the warned party CANNOT fight back. This will make a big difference in how our militia is made up and how they will operate.

A player who is warned gets a TEF, thats it. If no one initiates combat then the warned player cannot attack. However, once the militia attacks him, the player gets a TEF on anyone attacking him, and he can attack back.

When you are warned you get a message that says you have 30 seconds to get out of town. If you don't leave you get a TEF against the militia. You CAN fight back just like you can with any other TEF.
