Just posting the question for our mayor, who is also a master architect. She thought she would be able to craft a mission terminal but it's not on her datapad. So the question is, which profession/titlecan craft mission terminals?

No one crafts them, a Mayor with the appropriate skill can place them. They exist like vendors in homes do, you basically rent them.
