Basically, what I'd like to know is..

If your planet is at the limit of player cities currently.. what happens if you, as a Politician, try to drop a City Hall someplace? Does it give you a message saying that no more halls can be placed? Or do you loose the deed or some other similar disaster?

Any help or info on this would be appreciated

it will tell you.. the limit has been reach.. and you get your deed back
