You need to make a /pickup spamming macro. Put like a 1 second delay on it.

Then stand right next to the statue, and start the macro. Walk up the steps towards the center of city hall and just run into the wall like you would end up in the main voting room if the wall wasn't there. After running in place against the wallof city hall for 5 sec or so, walk back towards the statue. Sometimes it takes a few tries.

I was able to pick up all 5 of my bugged statues this way though. VERY HAPPY.
