Any truth to cities having to be 5k away from a NPC town to have a shuttle ?

No.
On TC there wereat least twoshuttleportsthatwere1000 metersfrom an NPC city. One in the QA City on Tatooine betweeen Anchorhead and Bestine and one in Unity on Naboo near Theed.
