Ok, so say a Village is all you were shooting for. The poli trains till he can place fountains and such. All that can be done on a Village. Now said poli drop Poli totally. Since the city has the people it needs to be that lvl, will the city live forever as long as you place money in the treasurey? Since anyone can do this. And since a militia can grant zone rights....is a mayor not needed after this point? Also could a master Dancer/Chef/Musican place a cantina and then transfer it over to someone else?

As for game mechanics of "Structures", if it requires structure slots, I *BELIEVE* it would remain after transfer...

I with my Mayor character who is also a Master Musician had placed a Cantina. I had then attempted to claim residency there, but it told me that the city hall is my residence, and that I could not change. Why is this relevant? Because that implies that the Cantina is ONLY that - a structure. Although I haven't tried transfering it yet because I need to bring another character there, but SWG might have a game-mechanic that says "that character can not have placed that structure", blah blah blah (just like if you try to call a creature too high for you it says "you would have had no chance at taming"). BUT, as with other bugs we've seen with cities, it's likely been over-seen, and is possible.

They can only be transfered to those with the Master skill in necessary.

No it does not imply any such thing, you are mayor and city hall is where your residence is declared. It means nothing else. You can not declare residence anywhere if you are mayor, it is forced to city hall and you can not change it.
