You have one week to get 20. Level II is 20 now. So you are an outpost but get 20 by next week you go up a level.
I see your Schwartz is as big as mine... "

Say I am not at 15 citizens when my city becomes one week old but the next day i get my 15 do i have to wait until my city is two weeks old to go to a level ii city or does it become one then?

Cities check the citizen count to see if you qualify for the next level once per week. If you do not have the required amount for the next level at that time, it does not grow. If you get the required number of citizens the next day, you must wait until the next week. Also, it only grows one level each week, regardless of how many citizens you have. Sucks, but that is how it works.
