Talking to anyone and everyone I see walking through town. So far so many people like our location people are asking me to join. I figure once we have a shuttleport we will have to beat people off with a stick.
Yes, and we have 90 something members. However getting them to all place a house and declare residence is another thing. We're currently trying to just get our current members to place before recruiting new ones. We have over 30 declared residences in and around (**edit** 150m radius!) the city.
I also have a feeling that we are going to see a lot of smaller PAs eaten up into larger PAs so that there are more cities w/ shuttleports. So those small PAs that want ashuttleport but have no chance of getting it with their small numbers will probably end up joining another PA to get to the shuttleport limit. Just my thoughts at least.
True but when caps are lifted it's their choice won't be forced to =) My city is PA governed but open to everyone. With certain advantages of joining PA but also some incentives for just being a denizen of city. Free house and mount. Well, I pay for the houses and mounts anyways but they don't have to =)
My friend and I founded the city and we are both unguilded, been that way since the beginning. We increased our numbers but inviting unguilded and PAs to the city on the idea that this was not a PA city but instead a city ran by everone equally. Now we have over 100 members and are still looking for more people to add to the mix.

Our city is basically our PA, but then we've been absorbing smaller PAs as we go. So basically we're not only inviting other PAs into our city, we're also inviting them into our PA as well.
