I think the devs have made a large mistake. I am all for the city caps, but not if you can have private cities. By allowing a mayor to restrict all building within a city, and having city caps a lot of people are going to be left out in the cold.

If we have caps I think they need to make cities open and not allow the mayor to control who moves in. With only 10 cities per big planet, there are going to be way too many people left out. The remedy is going to suck even worse. People will just move to the edge of a city so they are in it when the city expands. Gone is any chance of a mayor actually planning a city or saving space. This is going to lead to sprawl like our worst nightmares.

However, on the flip side, this is going to make politics a lot more interesting, and a lot tougher for PAs to keep control of a city.
