This should bean easy SQL query for the developers.Get a list of all PAs. Get the PA start date,member count and PA hall planet from the database.

Give each PA a score for it's age and member count. Example :

PA "xxx" has 30 members and was formed 30 (*2)days ago on Naboo. Score : 190

PA "yyy" has 60 members and was formed 2 (*2)days ago on Corellia. Score : 64

PA "zzz" has 15 members and was formed 90 (*2)days ago on Naboo. Score : 195

Now post a list of the top 10 PAs per planet based on this score and only allow these PAs to place within the first 24 hours. If the PAon the list does not place a city in the first 24 hours the slot becomes open.

What about the player cities that are being planned by people that are not in PAs? Player cities are not supposed to be PA-owned, right?

What Marque said, Player Cities are not PA's they are seperate, while PA's can start cities, i dont agree to them being specific to PA's which is why your system would be worse than the one currently in.

Why does everyone want to tie cities to PAs. That is just wrong. My city right now is founded on my PA, but we are going to let others in. People need to understand a pa hall, pa members etc have nothing to do with cities.

What they should do is allow unlimited cities week 1. Take the cities with the most residents within a 450m circle after 1 week, yes I know they won't really be citizens.... Allow the top 10 to continue on, tough luck to those who aren't. Magically give them back the resources for their city hall.

Unfortunately, here I think the biggest cities should win.
