Are we capped at level 4 citys or are we capped with only 10 City Halls that can be placed?

Please respond all want and need to know and makes a difference in what to do in game.

It'll be city halls. If it were otherwise, it would have been explicitly stated in the post, and everyone would instead be complaining about needing 39 shuttleports on every planet.

Well i think it is a grey area, class 4 is called a city, i can see a limit to that and shuttleports, but in the real world, you have lil towns all over the place, whynot in this game as well. If you make it one day to a class4 size you either live with what you have or you move to a bigger city or hope they increase the cap. Shouldnt limit the number of City Halls placed. Also means the Archs wont have anything to do either. 10 Archs per planet maybe would be all that benifited from it.

There isn't a gray area. They're referred to as 'Player Cities', not 'Player Outpost/Village/Township/City/Metropolises'.
