Let me get this strait.10 player cities on major planets right. Way more then ten guildsfor each planeton each server. Won't the guild members vote for their canadate? The common politician dosen't have a chance.
I have a solution. Make is so no one guild can own a playercity. Make it so an equal number ofguildmembersfrom 2 guildsjoins the city and the common folk.so you have 2 main parties and a few smaller parties.

Guilds can't actually own a city. They will be able to control zoning rights if they elect their mayor. However, they can't stop people from moving into the growth zone for the next week. So 2nd and 3rd PAs can move out there, and independents.
An indpendent will probably never be elected. PAs will always be vying for control.
I am saying, for most pa's aneyway, that the residents sre not that far from the hall. So if you put a city next to a pa hall there is going to be a problem because now that pa has "controle "over the city because its mane building where the members come and go is at the heart of the city. So they have more of an influence in that city than any other one group, and the only way for a polotition to be elected is to be in that group.
