A house (say a large) is delcared a residence. What part of it has to be inside the "city hall radius" for it to count?

In "the Answers" the answer is:

Q: Where does your house have to be in relation to the city boundary?
A: I don't know. I suspect that it may relate to the house terminal, but that's only a guess

Do we have anything better yet?
