Ok i have a question. My PA hall and i know a few other various houses that are half in and half out of city limits. These people got the e-mail but still are not considered citizens so thus that cannot vote. But everyone of them that can't has a house that is half in and half out.

What i am wondering is , does it go by the terminals in the structure or does the entire structure have to be inside city limits?

In my experience they just have to be able to get in their house AND have it declared as residence

so if they can get in the door without leaving the city limits they should be ok

My houses door was outside city limits but the house was half in. I could declare residence and vote no problem.

I think the measurement is from waypoint of house (Which isn't the center of the used land, but the center of the building usually) to the waypoint of the city hall.
