When the mayor is offline, can any others of the city perform /citywarn? Or can opposing forces just camp in the city while the mayor is asleep, or at work..... If so, we need the ability for the mayor to appoint 3-4 city administrators that can take on city functions when he is not on line.

You get militia once you have trained the first level of Martial Policy trained, costing 1000 points.
