City halls must be at least 1000m apart for any city. If that is too close for your neighbors, that is more of a political issue (which is part of the game).

Like real cities, there is no almighty rule that stops someone from doing whatever they want. If someone is not following the rules, then law enforcement convince them otherwise.

I know this is not real life. But it definitely adds flavor to the game.

Politicians are not god-like.

Mmhh, in real cities, you DON'T do whatever you want. Try, say, to build a swimming pool in front of the White House, just to check what the response will be.

Why don't people do what they want IRL? Well....law enforcement.

Get a strong militia. Power is based on, or needs to be backed up by, the threat fo force. Now taking down a strong imperial force....will be hard. But you know the Empire is supposed to be aggresive and stuff.

Oh and this is coming from a rebel on chilastra (we will be able to defend our city....-grins-) and a future neutral mayor on Chimaera. Placing minefields in cities should be allowed. But should require zoning rights...

Hi.

We are currently planning a neutral city that will allow people from all walks of life to purchase whatever goods they could wish to purchase. In doing so, we chose a plot of land that happens to be near where a conglomerate of imperial PAs desires to locate their own town.

To make it clearer, we've been threatened by the following things:

-Mining of our city so rebel coverts blow up. That deprives us of a source of customers.

-Blocking city construction by randomly putting houses wherever they feel like it.

-Other things that are irrelevant here but are CSR material. (killing people while loading in the shuttleport, insults, etc.)

Issue 1: mining fields.

Not being overt and able to place those myself, I don't know the extent to which this is possible, but I'd like to avoid having to blow them up myself at the cost of a very boring time going back and forth from the cloning facility to the minefields. Mines should not be placed in cities, period.

Issue 2: blocking construction.

Dropping small jhouses or harvesters is a grief issue given that the guy isn't even likely to declare residency and is therefore exempt from some taxes. We can't disallow placing of structures outside of the current ring of influence of the city, and we can't restructure houses that are already there. Mayors need eminent domain powers to avoid such grief issues. Some moron isn't going to put a house in the middle of a city avenue, spoiling the fun of 80 people in the occasion.

Add to this that thanks to your wonderful idea to allow bases in cities, one can plop a HQ outside of the city borders, be incorporated with growth and put covert scanners without the mayor having a say so in the matter.

If lots of people stay neutral, that's for good reason: not to be bothered by the 1337 PvPers who feel everybody owes them everything. Under the current scheme, PvPers can enforce domination on neutrals, which isn't exactly what people expect when they stay neutral.

This situation will generate hundreds of CSR tickets from our side, reporting the harassment. I think you get the picture.

Why should a city have any say whatsoever as to what happens outside its borders? It shouldn't. Potential growth is just that; POTENTIAL.

Deal with it when you get to that stage through taxes and zoning rights.

I think i'm going to vomit.

Let's go way back to the begining...

Find the emphasis above.

You're either for us or you're against us.

All's your doing is providing aid and supplies to the enemy, either one. Get off the fence and choose a side, because unless your completely deaf, that soud you hear is lazerfire.

Yes, you're going to be griefed, to some extent, i know people already setting up for just such fun. But it won't be Rebels griefing Rebels, or Imperials griefing Imperials. (fill in the rest) Especially with MMORPG history of 'new' ideas, count on loopholes abounding.

On another note, imagine an onlineWW II game where 80% of the population wants to play Switzerland. Sorry, but it doesn't work.

Don't expand til you know you have the votes ahead of time. Set your rates/taxes to max, and refund the 'decent' population.

Exactly.

This part of playing the political game will be about.

We see situations (sort-of) like this in real life. The town wants to expand a highway, or build a parking deck to accomidate the economic growth that has brought mroe jobs into it's downtown, but it must contest with citizens that do not want to give up and move their houses in order for the plans to come true.

So, you have to play a bit at diplomacy in order to achieve your goal. Maybe you'll have to compensate them for their move. Maybe they'll realise the worth of the land that their on and will demand more than jsut the cost of picking up and replacing their home. Or maybe you can go at it like the mob and have the militia "talk" to them until they move on their own terms.

What's exciting about this is that not only o you need to accomplish your goal of moving these people, but you have to guage your citizens and their reactions to the methods you use. Are they upset that you spent city funds to move the house, or are they appaulled at your use of brute force to accomplish your goals. A wrong choice may give your opponent (if there is one of course) an upperhand while not accomplishing the goal at all will wreck your reputation as a reliable politician.

Exciting, isn't it?

Minefields are not a big deal.

You can easily buff someone to 3k+ Health & Action. Have them trigger the minefield. Get healed. Rinse. Repeat.

Mines are a pain to make, and not that cheap. Keep draining the minefields, and they won't bother to refill them.
