What lvl architect will you have to be to make the city hall structure? Are they all master Arch shcematics???

The city hall is on construction 4 skill, most other city structures are on the construction line, and there is just 3 weird things on master architect (dantooine meditation area and such, which ive no clue about)
Thats how it stands atm, but ive a faint feeling the city hall may be shifted to master, but most will stay on construction line im sure
