Say you ban a guy from your city. The militia can attack him and get rid of him. But what if your city has a cloning terminal and he clones there.

Can banned people use the city structures still? Shuttle/Clone/Bank/etc

If they can't and the person cloned inside before you banned him does he still spawn there to continue to spawn continuously and harass or annoy your town. When you ban someone you want them gone not just more annoying because now they can shoot you. And if he can use it then banning the person really does no good. Or does it?

/citywarn is what allows you to shoot them.

/cityban is what prevents them from entering or using any city-owned structures.

I don't know what happens when a person uses the Cloning Center, then gets banned, then dies - that's a very good question. Ideally it would force them to clone at the next nearest center and incur wounds.
