I'm assuming it's an overhead view like other structures, but is it a wider field of view, or can you zoom out.

Is there a command I'm missing, because I want to be able to center it between a no build poi and some hills that just happen to be about 900m apart

I don't think the interface for placing a city hall is any different from any other structure.

Why not just walk off the distance, and place a waypoint where you want the center or corner of the hall to be, then use that as a reference point when placing the hall.
