I placed the city hall and I am the mayor. I am pretty sure that the city hall is technically my declared residence. I also believe it will be safe for me to re-deed the house I have placed in town, so that we can place a cantina there.

Can anyone confirm that this is ok? The mayor does not have to have a house in the city limits because the hall is his residence right?

It must be, as I only built a house in my city yesterday but have been Mayor since Thursday.

Yeah, your declared residence is the City Hall as Plinka confirmed this before it went live. But strangely enough when I placed our PA Hall I accidentally clicked "Declare Residence" and it gave me the message that I couldn't because I was mayor and yet it shows the PA hall as my declared residence when I bring up the Status menu for the PA Hall. Kinda strange, but anyway if you are mayor you are a resident of the City Hall.....now just hope you don't get voted out or have a house placed before you do.
