I have two interpritations on how cities will grow.

First theory: You have to have 5(future 10) declared residents within 150m to have an outpost. Now in order to advance to the next level, you need 15(future 20) declared residents within the initial 150m.

Second theory: After your outpost level, you need 15(future 20) declared residents within the 200m marker.

Can anyone clarify this? Since cities will be growing in two days....this would help a lot of people out in understanding how things work.

I believe they only check your existing radius for growth, not the next ring. I am 98% sure that is how it is going to work. So you would need 15 people within 150m to grow.

It checks your existing radius. Not the expanded radius.
