I have two observations I would like to share with the community.
I discovered some time ago that if I dropped an object on or in front of the voting terminal, I could prevent myself from being able to access the terminal. In some cases, I could prevent anyone from accessing the terminal. Instant continuous mayorship!
The second observation I would like to share is the interaction between /citywarn, /cityban, and /citypardon. This morning, I /citywarned (as a joke) a good friend of mine from the City Hall, and immediately pardoned him. He was forced outside and a TEF was placed on him, though I had pardoned him, preventing him from going into the City Hall for 5 minutes. I also /cityban and /citypardoned him immediately, and got a message stating he was banned from city structures. It seems that /citypardon should clear PENDING bans and pardons, as well as ones in existence.

I experimented with hiding the voting terminal on TC when I first reported this. I discovered that all I had to do to bypass terminal hiding was to be in first person mode then walk into the object hiding the terminal. I was always then able to vote.
/citypardon has no effect on /citywarns, it only applies to /citybans. Your problem with server reaction speed is a separate case though, and is caused by the time that it takes the server to respond. In reality you're never going to be instantly using one right after the other and you are you'll have to clean up your mistakes.
