Thursdy is the update right? I will be elected Mayor, so what happens to incumbant? I mean he remains a citizen he "set up" City Hall so he must still count as a citizen or not? Just wondering if that will screw theupgrade to village up.

An interesting question, to be sure. Does the mayor become a non-citizen after being defeated in an election, and then have to re-declare residence? If so, one should be careful not to count the mayor as a resident for city level purposes. This could be dangerous if you're right on the edge between two levels (or at the bottom of city level.)
